Regional Renewable Energy Service Centre (RRESC) (Completed) / Regional Service Centre (Ongoing Program):

 Alternative Energy Promotion Centre (AEPC) has executed Energy Sector Assistance Programme (ESAP) since 1999. The ESAP was initiated on March 26, 1999 with bilateral agreement between the Government of Nepal and Denmark. The Government of Norway later joined the program in 2003. ESAP is preparing for its second phase from January 2007 to June 2012. The program focuses on institutional strengthening of rural energy sector, promotion of off-grid mini-grid electrification, solar energy for rural electrification, and promotion of biomass energy technologies.

 RDSC has been involved in community based developmental activities from its establishment. The organization has been performing the best with all activities in relation to achievement and goal attainment. In the regards of relevant experience, RDSC has been supported with providing the opportunity by AEPC/ESAP, the Renewable Energy Technology promotion in FWDR through Regional Renewable Energy Service Centre (RRESC) since 2007 to June 2012. As an RRESC, RDSC has made an effort with technical and social facilitation for the best achievement in RETs solution i.e. micro hydro power projects, improved cooking stoves, decentralization energy management of Doti district and VDCs of FWDR and RCSDWP.  The details of program and achievement are presented as following.

 Comprising this AEPC has again expanded the Renewable Energy Technology program through National and Rural Renewable Energy Program (NRREP) with support of multi donor. AEPC/NRREP again selected RDSC as a Regional Service Centre (RSC) for Far Western Development Region. Now the organization is continuing the RET programs as an RSC.

 

Institutional Support

Institutional Strengthening of Renewable Energy Program (ISRE) is one of the major components of RRESC which derives the organizational and community level capacity building. Decentralize Energy Management Initiative (DEMI) program in various VDCs of FWDR has been conducted in which energy and relevant data has been collected, analyzed and compiled. From 2010 the program has covered Doti district for District Energy Planning. In this program checklist has been generated and distributed to VDC secretary for gathering the data of overall energy source within VDC. The data has been asked for a copy to maintain the record of RRESC also. For this program all VDCs has been facilitated for planning of RETs to cover the whole VDC come up with integration in the year planning. Trainings and capacity building activities has been conducted at regional, district and community level within this component which reflects the enhancement of human resource skill at different level. The progress of ISRE is in brief.

2.7.2.2 Solar Energy

RDSC has been engaged in this program since 2010 for implementing Rural Community based Solar Drinking Water Project (RSDWP). Mini Grid Rural Electrification

MGREC is one of the major components of RRESC. RDSC hold the forthcoming role from the beginning of RRESC establishment. The program covers seven hilly districts of FWDR. RDSC has been facilitating socially and technically to the relevant stakeholders, line agencies and community for MHP development. RDSC has been working with GOs/NGOs with making strong coordination and great effort to support the community. The effort of RDSC always been energize the community and relevant stakeholders is more essential part in relation to the extreme poverty of FWDR. At present RDSC is handling around 253 MHP schemes at different stages. The progressive relation with MHP development, various activities has been conducted for the catalyst role to uplift the MHP progress at local community level.

The way forwarding of the program, some of the major activities of MHP developments initiated from the demand collection that ends after facilitating income generation activities through end use promotion and handover the project to the concerned users. The activities carried out in MHPs development are facilitation for DFS to community; DFR assessment, appraisal and forwarded for TRC approval; facilitation for BOQ call preparation, company selection and agreement; facilitate to community to manage documents for final approval; social and technical monitoring as well as conduct public hearing in under construction projects; facilitation for testing and commissioning; facilitation for endues promotion activities; facilitation for Power output and household verification; and facilitation for guarantee check and project handover to the community.

Construction and commissioned is the major part of the MHP development. In which many elements have affects the designation of the project. The major challenge of the MHP development is fund generation in relation to social and technical backstopping. RDSC played the vital role as facilitator to community for making coordination with relevant line agencies i.e. DDC, VDC, and other interested partners for involving to minimize the constraints of community for MHP development.

Biogas

At present RDSC has carried out the role of recommendation to bio gas installation companies for process of registration and loan process as per AEPC guideline. One installation company has been recommended for process of loan.

 

Solid Biomass

Biomass is the most important source of energy in Nepal and technologies that improve efficiency of biomass use are essential for the country's development and improvement of living conditions, particularly of rural poor. Improved cook stoves is one of the most successful biomass energy technologies in use in Nepal today as they have been developed and adapted over the years to suit local conditions. In context of Far Western Nepal most of the people are dependent on Solid Biomass. More than 20,000 ICS has been installed in hilly district of Far Western Nepal including hilly VDCs of Kailali District by RDSC itself. Twenty one organizations have been working as Local Partner Organization to implement the programme in more than hundred VDCs. The technology is getting better adaptation and use of ICS has been increased in significant manner. Apart other biomass technologies like Briquettes, Gasifiers, biofuel, etc. have significant potential in FWDR.

Nos. of Indoor Air Pollution free VDCs declaration

6  VDCs of different districts of Far Western Development Region has been declared as indoor air pollution free with 100% saturation of ICS in every households.

 

Carbon and Climate

The program is very realistic at present scenario. Some MHP of Far Western Development Region has been installed the CDM meter which has been supervised, reading at field level and reporting to AEPC/ESAP. Furthermore, RDSC has been engaged as Regional Partner Organization from September 2012 in ICF program of AEPC which is supported by SNV and implemented by CRT/N. In this program RDSC has been involved for capacity building and ICF quality monitoring.

 

Gender Equity and Social Inclusion

As an RRESC of AEPC, RDSC has been working in this Gender Equity and Social Inclusion from two years in MHPs and ICS promoting activities at local level. This program has been carried out for enhancing the capacity by organizing GESI training at local, district and regional level to the community people for easy access in all sources of RETs. RDSC/RRESC has promoted the checklist designed by AEPC and follows the guideline to generate the data of GESI involvement in RETs of FWDR. The gathered data has been documented in the software that provided by AEPC. Besides this the GESI trainings and meetings has created the increment in involvement at decision making level of women, Dalit and deprived people as well as in RETs installation.
