Regional Renewable Energy Service Centre

 Background 

Alternative Energy Promotion Centre (AEPC) has been executing Energy Sector Assistance Programme (ESAP) since 1999. The ESAP was initiated on March 26, 1999 with bilateral agreement between the Government of Nepal and Denmark. The Government of Norway later joined the program in 2003. ESAP is preparing for its second phase starting form January 2007 for a period of five years. The program focuses on institutional strengthening of rural energy sector, promotion of off-grid mini-grid electrification, solar energy for rural electrification, and promotion of biomass energy technologies. The success of Phase I of the ESAP has been widely recognized and is due to its firm reliance on creating a credible public-private partnership in development with well-defined role for NGOs as service providers.

 

The development objective of the ESAP II is to:

Improve the living conditions of the rural population by enhancing their access and affordability to rural energy solutions that are efficient, environment-friendly and that address social justice

Apart from the Institutional Strengthening of Rural Energy Sector and Rural Energy Investment Component, Technical Supports shall be provided with the following components:

 

  • Mini-Grid Electrification
  • Biomass, and
  • Solar Energy

 

With the main motive to energize the FWDR, Alternative Energy Promotion Centre/Energy Sector Assistance Program has established Regional Renewable Energy Service Centre (RRESC) in Rural Development Service Centre, Doti. RDSC has been focusing its work under RRESC in Renewable Energy Technologies i.e., Mini Grid Rural Component (rural electrification – Pico hydropower, micro hydropower, mini hydropower) and Biomass Energy Sector Program (Improved Cook Stoves, Bio-fuel, Gassifiers, Metallic stoves etc.) continuously from 2007 in eight districts of FWDR (Doti, Kailali, Achham, Bajhang, Bajura, Dadeldhura, Baitadi and Darchula).

 Objective of the project

Mini-Grid Electrification

  • Enhanced sectoral framework for policy formulation, strategy development, planning, program implementation, and harmonization of on- and off – grid rural electrification at national and local level.
  • Increased and sustainable access to and use of electricity in rural areas.

 

Bio-mass Energy

Development objective:

  • Improvement of the living conditions of the rural population by easing its access to energy technologies with better performances in terms of productivity, user versatility and environmental impacts.

 

The immediate objectives were:

  • Capacity built up at community, district and national level regarding pro-motion and dissemination of ICS primarily in the Middle Hills.
  • Broad coverage of ICS being the most common stove.

 

Solar Home System 

  • Reinforced national framework for dissemination of quality solar energy systems.
  • Increased and sustainable access and affordability for the rural poor to solar energy systems.

  • Coordination with AEPC/MGSP and local governments in specified districts
  • Information Dissemination, Awareness Creation and Counseling
  • Site identification through carpet identification /Inventory Preparation/ demand creation
  • Local Planning Exercise at VDC/DDC level in coordination with VDC/DDC
  • Organizational/ Business Promotion Aspects
  • Facilitation between mini-grid developers and financial delivery mechanisms, consultants and manufacturers

  • Productive End-use Promotion
  • Community mobilization and assist community / entrepreneur in realizing micro-hydro projects

Activities of  Bio-mass

  • Provide technical and social facilitation to users
  • Scaling up of Improved Cooking Stove (ICS) program activities lined with DDC/VDC activities as per AEPC/ESAP guidelines as well as integrating with other rural development programs
  • Information Dissemination, Awareness Creation and Counseling through local partner organization (LPO).
  • New area selection in close coordination with DDC/VDC
  • Local level biomass energy dissemination planning and facilitate implementing through local partner organization
  • Networking and coordination at district level on biomass energy technologies

  • ICS dissemination scaled up and integrated with other rural development programs
  • All development organizations have adapted uniform approach and policy in dissemination of biomass energy technologies,
  • Other biomass energy solutions identified, tested in local conditions and applied, Policy in a place for identified biomass energy solutions i.e. especially gassifiers, briquetting and cogeneration.
  • Awareness among rural people on efficient biomass energy solutions created.
  • Biomass technology commercialized through the involvement of private sector
  • Biomass stoves installed in the next 5 years in all ecological zones.

  • Efficient and Effective service providers.

 Number of Beneficiaries

From the mini-grid electrification program 67,033 HHs are benefited with developing 196 MHPs in Far Western Development Region. From Bio mass energy program 3105 HHs are benefited with ICS installation and 3611 HHs are benefited with Decentralized Energy Management Initiative Plan in four district of FWDR.
